Teachers of Reddit, is my teacher allowed to grade a hw as a test grade without clarifying it before in class?

So basically what happened is we were assigned a hw and a few of us didn't do it and the teacher is now grading it as a test. I know it's my fault for not doing the work on time so I tried talking to him, but according to him, I've been playing games for the last few months which I kinda agree that I was to some extent. I know he may be trying to teach us the consequences of not doing the work on time and I definitely agree that we should have some consequences, but he's giving a straight 0 and won't even accept late work for partial credit. I tried talking to him, apologizing to him for my action, but he won't hear it. As I mentioned earlier I understand it was my fault and I should bear the consequences, but is he allowed to do that without clarifying it before in class? But if he is allowed to, I happily accept my grade. Maybe now I'll learn something and stop "playing games." I'm just too anxious that my grade dropped from a 94 to a 70.

He may be allowed, but I think it's just too cruel to do this. He may think he's teaching me a life lesson, teaching me the consequences of being late, but all he's doing is just stressing me out; I've just been beating myself up the last 2 days with the question why did I not do the 1 page hw. It's just stressing me out, I haven't been able to concentrate on anything for the last two days, every time I try to I just can't, I keep asking myself why did I not do it? I may do all his work on time from now on, but never out of my heart, but because he's bullying me to do so. I think teachers should have a friendly relationship with their students, not that of a bully. I really liked learning history (not really the textbook history, but random historical events), but now he has made history my least favorite subject. On the other hand, I really struggled with physics, but my physics teacher is one of the nicest teachers I've ever had and she made physics my favorite subject and I'm even considering majoring in physics in college all because of one nice teacher.

Once again, it was my fault for not doing the work on time and I accept the consequences, but teachers that pulls this kind of shit just makes the student lose interest in their subject and just care about the grade.
