Would I be able to admit into a college in Texas?

My family is moving to America soon. I'm an American diploma student with 4.0 in school and 1470 sat 1 and 1460 sat 2. I finished my first year of college but due to me moving from ksa to Egypt and how hard that transition was I got a pretty bad gpa in the first year in engineering (2.5 GPA)

Now as I stated my family ispving to san Antonio Texas and I was tasked to look into college admissions there and see if I can find a good college that I would be able to admit to.

I have no problem with redoing my first year but I met the problem of me having a bad gpa in college and not sure if my sat scores would still work after this much time has passed (not sure if it had an experation date or not tbh) would I be able to admit into a good engineering or computer science college there? Or do I not waste my time and try to get a good gpa from the next 4 years here?
