Is it possible to get a masters in bioinformatics after graduating «applied math and computer science» at the russian university?

I am only in my first year, but even now I often think about going to one of the best universities in Europe, America or East Asia. Does anyone know if I can enroll in a master's degree after my graduation? And does the faculty of my university affect entering a master's degree?
