Why has my preschooler STAR test score gone down over the year?

Does anyone know much about the STAR early literacy test? This is in Florida.

She started Pre K with the skills of an 8 month Pre K student and ended with less than Pre K skills.

Does anyone know why her scores would decrease over the year? She seems to know more, does the test get harder?
