Inner city schools are bad not because of "funding" but because the parents are uninvolved and the students are lazy

I currently teach at a school located at an upper-middle class community. My students are so much better than my previous students from the Title 1 (low-income school). They are always willing to learn and do what is required of them. The parents are in regular communication with me to discuss their child progress. And they are constantly making sure their kids come to school with their homework. Back when I was teaching at a Title 1 school, I was dealing with mostly uninvolved parents. It was a struggle to even reach the parents. My emails and phone calls were constantly ignored. The uninvolvement from the parents perpetuated a culture of laziness for the students. It was a struggle to get them to pay attention and complete their class work. It was also a struggle to get them to turn in their homework. At that point, you can't blame the teacher. Their culture just doesn't value education. I rather spend my time teaching kids that want to learn. Funding has little very little to do with why the kids aren't learning. It's all about effort.
