Why isn't there a more difficult version of the SAT or ACT?

I have asked a similar question on some other websites in the past. People gave some really good answers and I decided that I wanted to change my question a bit.

The title says it all. Why isn't there a more difficult version of the SAT or ACT?

I would like to start by saying that I know the purpose of those two tests are measurements of knowledge of the fundamentals rather than a true test of academic capability.

I feel that a more challenging test could be great in revealing the gap between students at the top, which would be very helpful for admission to prestigious schools. When so many students are applying to Ivy League schools, it becomes difficult to differentiate two people with perfect or near-perfect SAT or ACT scores. While extracurricular activities can help seperate them, It can often put students from poorer families at a disadvantage. Most credible extracurriculars such as national or statewide academic contests cost a butt load of money to even participate in. A good score on this "more difficult test" could compensate for a lack of extracurriculars.

Example: There are two students applying to a prestigious college. Both of them are very intelligent individuals. On one side there is a student (Student A) with a 1600 on the SAT, a 36 on the ACT alongside a load of extracurricular activities and accomplishments. The other student (Student B) has the same scores, but little to no extracurriculars cuz he's poor. Let's say that they both have very good essays. The choice would likely be Student A over Student B.

Example but with "more difficult test": The situation is identical but now both Students have taken the "more difficult test'. Let's say that that test is graded out of 4800 and a 1600 SAT score is equivalent to a 1600 on the "more difficult test". Student A scores a 1600. Student B scores a 4800. The test has now given Student B a better chance of getting accepted.

This "more difficult test" is not replacing the SAT or ACT, but should be viewed as optional for the high achievers. I would greatly appreciate feedback. I also have a tendency to forget some of the things I want to say, so I may edit this post. Also, this question may be posted in some unusual subreddits.
