Superintendent making my wife start work 3 hours earlier

My wife works for our school’s Human Resources office. She starts her work day at 8 AM and works until 4:30 PM. It has been like this since she started for 4 years. This year is our superintendents first year employed at her school, it is also her first time ever being a superintendent. Her and my wife didn’t exactly hit it off. She’s tried to make a lot of “unnecessary” changes. They’ve clashed a few times but nothing serious.

Our school uses an outside company to assign subs daily, our school has done this since before my wife was there. This superintendent is getting rid of them to save money and was planning on hiring a person to do this job. She then decided that would be too expensive and could give this responsibility to a current employee.

Today my wife was was told by this superintendent to make a list of her responsibilities daily weekly and monthly. She will then determine if she will give this responsibility to my wife with no increase in pay. She has not asked anyone else in the district to do the same so my wife is certain it will be put on her. If she decides to do this my wife will have to be at work at 5 in the morning instead of her usual start time of 8.

Now not only is my wife not a fan of working early, it’s also not doable for us. I start work at 5:30 AM and we have a nearly 2 year old. Our day care doesn’t accept kids until 6:30.

I guess I’m just wondering if our superintendent can do that? My wife is a contract employee and works year round if that matters.

I’m apologizing in advance for any layout issues and generally explaining the situation. I hear this all second hand, i can do my best to explain further if needed.
