Has anyone ever successfully lobbied their superintendent/school board to add a new program?

If so, how did you do it? Did you make an elevator pitch in person, reach out via e-mail, reach out via social media, or something else entirely? If you're an administrator, what would you find most appropriate/most worthy of your attention?
