Unofficial/"Innovative" courses in various states

I'm in Texas. If a school wants to provide a course that is not currently "on the books" with state-adopted standards, a school can apply to teach it as an "innovative course". The school (teacher) submits a list of standards (can be self-created) that are guiding the development/delivery of the course - along with a course review and some other bureaucratic hoops.

How do other states do this? What state are you in and what is that process called? (Links would be great.)
