Who chooses the standards?

Who chooses the state/common core standards? And why are the chosen? Our school is having us write a “why” statement for each standard along with our “I Can” statements basically to explain to the kids why they are learning that standard. I think it’s a good idea to prove the “why”... but it got me thinking. How come the state doesn’t provide the explanation for why each standard is chosen and the purpose of it. I am just curious to hear others’ thoughts.

Example “why” statements: So that I can later understand blah blah blah So that I can use a text to make a decision.
