The National Assessment of Educational Progress (NAEP) tracks the skills of American students right before graduation and for high school seniors, only 31% to 37% performed at or above the "Proficient" level in reading.
The rest all fall into "Basic" or "Below Basic" categories. Those in the "Below Basic" tier struggle to do something as simple as following the chronological order of events in a short passage or summarizing its main idea.
Proficiency used to be over 60%.
I marked this as a political question but I am not looking to blame a Party. This seems bigger than that.
