Can a parent force grade retention on a high schooler? (OH)

I had mediocre grades from 15-16 and my father said that as a result he would force me to repeat the tenth grade. He "changed his mind" later so he never spoke to any educators about this (although I believe it was merely an empty threat), but I wonder now if this was even possible? In my understanding only the specific classes would be repeated if the student were literally failing them, and a parent can't unilaterally keep a child of that age from advancing to the next grade level or graduating on time if graduation requirements were met.
