Can you use students loans for spending/going for drinks, auto loans and rent?

I have enough money saved away for my tuition. Just wondering if I can finance a truck for 500 a month, an apartment for 1400 a month and 640 a month for going out (160/weekend) plus like 500 spending plus gas and insurance/license and smokes and my phone bill. So like 5700 a a month. 68.4/year x4 years = 273.4K excluding interest also im doing an engineering degree if that matters. Worst case scenario i can live at home and just drive the car i have which would save like 2000 a month if needed.
