Why are schools mostly locally funded and not mostly funded by the state?

We have seen really poor schools and thriving schools a mere 30 minutes away from each other. Families with money are able to move and put their kids through better schools while poor kids are stuck with poor teachers and resources. So why is local funding still heavily supporting schools?
