Egyptian teen seeking higher education abroad!

Hi, I am an Egyptian teen who is currently in 10th grade. I am trying to find the best option for higher education outside of Egypt. I am already considering Germany as an excellent option and I am already taking a German language course, but ever since some of my family members who live in Canada talked about how Canada can be a better option I started 2nd guessing my choice, so I want to hear some 2nd opinions on the matter as I really want to know all the best options for studying abroad

(P.S I can speak Arabic, English, a good amount of French and like I said currently taking some German classes. Money plays a huge role on my choice, so countries with expensive colleges like the US are out of the question)
