New HR Position Being Added to Central Office

I just heard that my (small) school district is adding an HR position to our central office (THREE new positions total being added this summer - as if we need more people in the central office...).

What is the role of HR in a public k-12 setting? I've been in this district pretty much my whole career, so this is new to me, but I keep reading that HR "protects the company, not the worker."
