Can reading books out loud help get rid of my accent?

I'm a current High School Junior attending a public school in the United States and I have a bit of an accent when I speak English. I was born and raised in the United States, however, my parents are both immigrants, so neither of them could speak English and I was sent to live with my grandparents when I was about 2 to 4 years-old, in China. In other words, I never had the best base for learning languages. I spent much of my first to third-grade years barely being able to read a hint of English and much of my middle school years with a horrible stutter. Now that I am older, I realized that I really truly want to improve my English, so I opted to start reading more books, such as Biographies and very high-level reading material, especially books that most College Students should have read, as I will be attending College fairly soon. I, also, decided to read out loud, as I can't afford a real speech coach/teacher and my school doesn't offer a program that could improve my speech. Any other tips and tricks that would be beneficial for me?

Also, I heard learning Latin could help my English and help my being able to learn other romance languages, such as French (I'm currently taking French class), Spanish, and Italian.
