What would be the best replacement for the ATAR?

This question is inspired by this news article: As education boss, Mark Scott criticised ATAR. Now he is urged to act on it

According to the article, there are alternatives available, such as judging students by their work in relevant subjects, or using non-ATAR entry options.

Does the ATAR really need to be replaced? And if so, what would be the best replacement in terms of maximising the skills and qualifications of students?
