Pre-K Renaissance star literacy test

First time mom here that just put her first kid in pre-K. So everything is all new to me. So she took her first Renaissance star literary test a few days ago. She got a scaled score of 621. 39% Percentile rank. But then her GE says based on national norms her literacy skills are below those of a typical pre kindergartner. Teacher didn’t explain much. Just had me sign the paper saying she scored in the average range level, 39% higher than kids her age but I’m confused on the part of below literacy skills for her grade if she scored higher. Can anyone please help me understand the GE part.
