I was a student of a teaching programme of a university in Türkiye. And my cousin was a student of the same programme in a different (better) university. We both had the class called instructional technologies. While my cousin said that they had learned about tool to create educational content and even had a homework of creating a website that presents what they have learnt. We on the other hand had a weird lecturer that taught us history of technology, some weird philosophical claims about what technology is and some weird models of material development but nothing actually useful in class. He claimed that the actual purpose of this lesson existing is what he taught. But I highly doubt that.
