Affordable University recommendation in canada

Hi I live in Iran and i want to study in Canada however paying tuition is big problem for me. I want to study master for computer science ( already have bachelor in software engineering). So i want you guys to recommend me affordable university. Also If you could tell me about life expenses and some other important things i will be very grateful. My budget is approximately 15000$.
