Is there evidence of governments deliberately keeping education to a lower standard rather than just cutting budgets?

It’s a story you hear that governments want to keep people stupid whereas so many of society’s problems (I know not all) could be remedied with amazing education provision. If class sizes could be a maximum of 10, no tuition fees, great meals. Would politicians say people won’t vote for it if it means higher taxes?
