Student (9yo) who wants to make a website or way to communicate with family in China for a PBL

I have a student who is trying to make a way to post pictures, videos, and a way to comment on those elements (in Mandarin) to family in China. What are some solution ideas for him? Google sites would be great BUT I don’t think they can access that, or can they?
