I have an idea to make higher education more accessible to people. How would I try to turn it into reality?

I believe it would be beneficial to incentivize volunteering in our country by providing people with education awards based on completing a certain amount of service. Without getting too much into the logistics of the idea itself or the pros and cons, how would one attempt to turn this idea into reality? Would I need to gather support to sign a petition? Would I need to run for local government to try to test the idea out on a smaller scale before implementing it on a large scale? Any insight would be appreciated!
