HSC vs Open foundation ATAR?

Hi,

Not sure where else to ask this but could someone tell me if there is a difference between receiving an ATAR of 97 for example during school HSC or receiving the same ATAR after doing an ‘Open Foundation’ course?

Are the two marked the same or is one easier than another?
