Changing University

Hello, good afternoon, my name is Vilmarie and I am from Puerto Rico. I have a question: can I change from a university in Puerto Rico to a university in the United States? What happens is that in a private university in Puerto Rico is that they are telling me that i have to raise my student loan to be able to finish my BA in Arts in English as a second language. I need to know if I can do that, I'm almost finishing to get my bachelor but to validate my internship it requires that I have to be active in the university. please help me
