Can my German Relative get another GED/HS Diploma in the USA?

Hi all!

My relative was born in the USA but completed high school in Germany before moving back to the USA. He grew up there from an infant to a young adult and can’t retrieve any of his high school information or diploma at this point as it was a long time ago. What would he need to do if he wanted to have a valid diploma in the USA? GED or High School again?
