Can a School refuse a student to move up a level in a certain course?

Basically, if I was to have a B+ in a certain course and wanted to advance into the next hardest course and skip a level of the class by taking what I would have taken the following year over the summer, can a public school refuse me the opportunity to take that course over the summer because i had a B+ and not an A average even though i would take the course during the year anyways
