Question about a university system in Russia.

Hello, for some time I noticed that a university in Russia, has a certain system that I consider weird because I have never seen any system like it before, this university is repeating or "continuing" certain subjects on the course of 2 semesters and in some situations even 3, so students would be studying the same subject for a whole academic year. (The program : business and management).

These subjects were : management theory, history, math, marketing, economic theory. (maybe more)
In my opinion, I think that this way of teaching is absolutely useless and a waste of time , and I can't help but think that the university is prolonging the subjects this way as if they do not have more material to give. (4 years full-time)

That is just my opinion, but I am also anxious because I am not really a big fan of this system, because I hate wasting time, but I would like to get your opinions about whether if universities usually do that in Russia or Worldwide, or there is something fishy about this university? And do you think that this method or system would make students understand the course better? or there is nothing important that would do?
