History Teacher refuses to give 100s?

Hello! I’m a freshman in college and my history teacher has proven to be a real pain for my grades. None of her assignments give the option for a 100. The highest anyone has scored in her class on any assignment is a 97 and that was for participation. The highest score on our Essay was an 89. How do you deal with a teacher like this? Obviously if the highest score was an 89, she was grading outside of her rubric. And a 97 high for participation?? Maybe it’s a college thing but I personally don’t think it’s right that a teacher doesn’t give 100s because “nobody is perfect” type of mindset. If I completed the assignment as the instructions said I believe it deserves a 100.
