Is there any particular function or benefit of US Gifted & Talented programs?

I was in one but it didn't seem to have any use. I was pulled out of class to do IQ tests. That was basically all I noticed. Nothing fancy, extra work, or different classes than everyone else.

Is it just to spend tax money and create job security for some people?

PS: My inner paranoid conspiracy theorist wonders about the remote possibility of using such programs to inventory brainiacs for future monitoring or clandestine recruitment.
