I think most people would agree that in the US, say, teaching is an underpaid profession in the sense of there being, on average, a low financial return relative to effort for many people who work in the industry.
However, I don’t know if this entails that teachers are unfairly paid. In each case, supply (are there lots of people who wish to be teachers relative to teaching positions in the US?), demand, willing buyer and willing seller determine the exact salary offer accepted and hence pay grade with respect to the culture. If we accept that teachers are unfairly paid, it would probably have to do with culture in some ways but I can’t say I know.
