What is the “primary” race of a child?

My daughter is attempting to enroll my granddaughter in Kindergarten in New Mexico. When filling out the initial demographic information she was able to say White (her) and African American (her husband). But then the form asks her to identify the “primary” race of the child. How on earth is she supposed to make a determination? The child is exactly 50/50. I recognize this is essentially a box ticking exercise for state/federal government, and perhaps it doesn’t matter (or maybe it does?), but how would you answer this question if you had to? And why is it so rigid?

I’m sorry if this is the wrong subreddit for this question, and if it is, perhaps someone could suggest another one.
