The biggest threat in schools is ....

Students not caring about the consequences of their actions.

I am speaking from the urban High school I teach in. The behaviors are the number 1 factor creating teacher burn out and stress. When a student no longer fears consequences; schools cannot enforce policies. This is an epidemic.
Just today, a Vice Principal entered my room to explain to students how important it is to respect teachers. The students, mostly Freshman, laughed at the Principal. They ignored her even when faced with suspension. They mocked her, and I. When students believe they control the school-the school cannot succeed.
