Master degree in Italy

Hello.Now I'm graduate student and I'm going to get my master degree in Italy.I'm from Russia and I've heard that many people from post soviet countries can apply on DSY scholarship, that scholarship is given due to low annual family income if somebody already study in Italy there is no difference on bachelor or master degree stage write smith. I'm just interested about that topic currently
