Public school surveillance.. intrusive or non-intrusive?

"Cameras are something that aren’t intrusive, and we can be able to do the surveillance without kids even noticing that,” Tipp City Schools (OHIO) Director of Human Resources Dr. Lisa Tuttle-Huff said.

I find that statement incredibly wrong. The Tipp City district (OHIO) is receiving 500k for a surveillance system upgrade. They have 2,356 students in their school system.

I guess it just seems wrong to me that we are rolling this out aggressively all around the country right now. Hate to see it being touted as a way to perform surveillance without students noticing. Is it just me?
