The title says it all, their parents refused to teach them. Never sent to school and never homeschooled either. They begged their parents to give them homework and they never did. They are now 20 and only recently were able to get their license but still don't have a car to drive. Their mother died 4 years ago and they were her full time caretaker from 8 to 16 and their father is on his death bed. Both they and their parents are poor so suing is not really an option. Would this qualify as a disability? Could they sue the state or local government for failure to provide access to an education which is a guaranteed right? They can read and write, but struggle with even the most basic math, know almost nothing about history, or science. They tried to do the GED prep courses but without even fundamental elementary knowledge it was nearly impossible. Any suggestions on their steps moving forward?
