Anyone know of or have experience in adult education? Particularly for reading, writing, and math and in Philadelphia

My brother will be graduating high school and struggles with reading, writing, and math.
We've worked with the school counselors etc and have documents confirming this struggle along with requests for accommodations for college etc.

He's hesitant to go straight to college because he struggles with the subjects mentioned above.

My thinking is that if he spent at least a year in an adult education program before attending college, trade school, etc that he will be more likely to succeed.

So my questions are, are there programs such as this either in or close to Philadelphia? And if you participated in one of these programs can you speak to your experience and if you felt it was beneficial?
