What are the necessary actions/changes that would need to take place to fundamentally change the education system in America?

I know. This is a loaded question. If taking it state by state is a better alternative for whatever reason, that works too for a response.

Fundamentally change the education system in America is rather vague. Some "goals" I have in mind would be salary increases, equal opportunity regardless of SES, reworking of standardized testing, standards in general, testing in general, overarching goals for students and educators. What are your thoughts?
