Online peer tutoring

So I just wanted opinions on this idea, our school does peer tutoring but they've been looking to change it because it isn't working very well.

So my proposal is that we shift it to Discord because it's able to be easily monitored, I was given the green light by a teacher that runs a tutoring program, but he said that I would have to take it up with administration first before we do anything.

What do you think makes peer tutoring effective? Is it possible to effectively do online?
