(UK) Why do they accept you onto apprenticeships if you have to pass a fuctional skills level 2 after youve been accepted?

How is it fair, so I spend months doing assessment work which is easy then 7 months down the line I have to pass and if i dont, I don't pass the apprenticeship

how is this fair? my apprenticeship has nothing to do with math yet my career is being held back from me
