College will not provide proof of degree or unofficial transcript because of balance due

In my LAST semester in 2015, I received word mid-semester that my financial aid was depleted. I was halfway done, almost at graduation. The college “allowed” me to graduate. I just applied for a part time online ESL job and they need proof of my bachelor’s degree. They can take a signed official statement OR transcript. The college will not release my official transcript, which I expected, but they also will not even provide me official proof that I earned a degree at all. Are they allowed to deny me this? And even deny me access to my unoffical transcript?
