IEP question

Hello, I've searched the internet looking for answers to a specific question about and IEP. I came across this Subreddit, in an attempt to get answers to my most pressing question about an IEP. If you need some clarification, I'm in the state of North Carolina. I was told an IEP is a national/federal document, and thus the rules should be the same across various states (I don't know if this is true or not).

Here is my Question:

Is it possible for a student to have an IEP, that states that the student will do half as many assignments as the non-IEP students? For example: The class is required to complete six pages from an Algebra math book. Is it possible for the student with the IEP to be assigned 3 random pages from the same math book?

Why am I asking such a question?

My friends child, is on the spectrum, has ADHD, and has an IEP. The child continues to score low grades (even though extra time is given to complete the assignment(s). My friend believes that lowering the amount of assignments is more beneficial than having extra time to complete the same amount of assignments as the non-IEP students.
