Teachers, how/when do you create your curriculum?

I'm open to hearing from all grade levels, but I'm especially interested in university-level educators.

What is your and/or your school's process in developing the curriculum for the year? How much leeway do you have in what you can include? When do you start putting the curriculum together? How do you decide which materials/books to include in that year's curriculum?

Interested in hearing it all.
