Is it fair for my younger brother to be given an 89.46?

He’s in 9th Grade and has gotten all As since MS. He’s gotten an 89.46 in World Religions and the teacher isn’t rounding it up, which seems like crap. The teacher said he is giving my brother the grade that he earned and isn’t going to “manually tamper” with the grade book. He also told my brother that he’s spoken with his other teachers and nobody vouched for him to get leniency, despite having As. He also said that once he started rounding up, he won’t be able to stop. His exact words were: “If I round up an 89.4, why wouldn’t I round up an 89.2? Why not an 88.7? Why not push someone from a 65 to a 70? People should get what they work for, and you work for an 89, so accept it.” This means my parents aren’t letting my brother go on a trip with his friends this Christmas and he’s lost his Xbox for 2 months. Is this fair?
