Why do some high schools require so much more credits than the state average?

Im currently in a high school that requires 65 credits to graduate. But the state amount I need to graduate is 21.5 I believe. Im thinking about switching to a new school that also just needs 21.5. How would my credits transfer? Also does it make a difference for collage how many credits your school needs for graduation?
