Why can Australian private schools enforce hair rules?

It's a private institution, but surely they aren't allowed to tell you want to do with your body. I can understand why such rules are in place, but cannot discern why they are legal. Especially considering the modern times where hair styles are seen as a form of gender expression it borders on a form of discrimination.
