What does "cheating" count as in online schooling?

Last year some of my teachers said it's ok to take a look from either internet or from the files they shared or use. But the fact is some of them don't specify this and (surprisingly) no one asks about those things anymore as if it's a normal thing.

Before this whole online schooling I never cheated in exams and we never did an open book exam. But in online schooling everything is literally in front of you.

I don't know. I just feel very bad after using online searching or taking a look at books because our teachers don't ask questions where we use those information but they (sometimes not always ofc) rather ask simple questions like what is this or explain that. I mean I still hate those questions even if they were in a face to face exam but this being in an online exam makes me feel bad.

Am I a bad student or is my teachers "bad" I cannot decide. I've learned that other top schools in our country doesn't do the way we do and they make exams with cameras on so they can track you if you're "cheating" or not.

Btw I'm on 3rd year computer engineering.
