UK: how is key skills level 2 math equivalent to GCSE math?

I'm struggling to get my head around the fact that GCSE math is equivalent to key/functional skills level 2 when it comes to progressing in education. Looking at the questions on key skills level 2 papers they aren't even as difficult as questions on the transfer test taken at the end of primary school.

I'm trying to understand the rational behind allowing students to continue with their education with a lesser understanding of math. The difference about on par with saying that a GCSE is equivalent to an A Level.

I'm also curious if this is the case for other key skills and GCSEs or if math is an acceptation. I know that employers generally do not consider these qualifications as equal so why do educational bodies?
