Bilingual classes in Texas

I live in Magnolia, Texas, which is 45 miles north of Houston. I was wondering why we have a Bilingual curriculum for Hispanic students that teaches them the English language, but the districts do not offer Bilingual classes to other ethnic groups that speak only English. Everyone knows that Bilingual speaking persons are offered more money at their jobs.
